Who is qualified to vote by mail?
Any qualified elector of the State of Illinois who is properly registered to vote may apply for a vote by mail ballot.
In addition, the following unregistered voters are eligible to vote by mail ballot:
- Members of the Armed Forces or Merchant Marine and their spouses and dependents whether serving in the United States or abroad;
- U.S. citizens and their spouses or dependents, whose permanent residence is in Kane County but who will be temporarily residing abroad on election day;
- U.S. citizens (not their spouses or dependents) who maintained a residence in Kane County immediately prior to their departure from the United States.
How to Obtain a Vote by Mail Ballot
By Mail
You may request a vote by mail ballot to be mailed to you. The last day we can mail you a ballot is 5 days prior to the election.
The ballot needs to be postmarked by election day and must be in our office within two weeks after the election.
Please note that if you will be out of the country for the election, you must complete and return an
FPCA form. ELECTION MAIL CANNOT BE FORWARDED
If you have requested a Vote By Mail Ballot, but have changed your mind you must bring your ballot to vote in person.
Permanent Vote By Mail
Voters may select to participate in
Option 1 OR Option 2
Choosing Option 1: Voter will receive a Vote By Mail Ballot for ALL future elections,
INCLUDING Primary Elections.
If you choose Option 1, you
Must also select WHICH Party ballot you would like to receive…
Democratic or Republican
OR
Voters may select to participate in just the elections that are NOT primaries by choosing option #2.
Choosing Option 2: Voter will receive a Vote By Mail Ballot for ALL subsequent elections,
EXCLUDING Primary Elections so you do NOT have to designate a party.
Once you have signed up for Vote by Mail, you will not need to request ballots again unless you decide to change your current selection.
Print out and complete an application then mail the completed form to Kane County Clerk, 719 S. Batavia Ave, Bldg B, Geneva, IL 60134.

Illinois State Statute requires voters who are incapacitated to complete an Application for Vote by Mail Voter's 5-Year Identification Card form* along with an Affidavit of Attending Physician* in order to automatically be sent a Vote by Mail ballot application for incapacitated voter for every election within 5 years after we receive the application. Members of the Uniformed Services and their family members or U.S. citizens residing overseas whose last known address is in Kane County and wish to vote by mail may do so by completing and mailing an FPCA (Federal Post Card Application)* to Kane County Clerk's Office, 719 S Batavia Ave, Bldg B, Geneva, IL 60134. By completing this application, you will receive a vote by mail ballot for every election for the current calendar year.
Nursing Home Voting
The Kane County Clerk’s Office provides election judges to conduct in person voting to (registered) residents who wish to vote at the licensed or certified Illinois Nursing Homes.
